The term "nuclear drop" is used to categorize a particle which could exist in a universe within which energy-time uncertainty (DE*Dt >= hbar/2) applies and causality propagates at the speed of light - but which cannot last long enough to be nuclei. The term "elements which cannot exist" is used to describe objects which don't meet the uncertainty/relativity criterion - and which are not described beyond giving their Z and A (or Z and N) values.
Specific reasons to classify an element as fiction include.
a.) it is named in actual stories, published or otherwise (octiron, for instance).
b.) its description requires impossible Z, N or A values (A < Z, for instance).
c.) it is an undiscovered element ( 119 <= Z <= 324) which has been given a name, or an alternate name and description of a known element.
d.) its description is absent, gibberish, or pathologically compulsive.
